Romans 13 teaches:

  1. All authority exists under God (13:1).
  2. Government serves as God’s instrument for justice (13:3–4).
  3. Submission is both practical and moral (13:5).
  4. Taxes and honor are legitimate civic obligations (13:6–7).
  5. Love fulfills the Law (13:8–10).

Romans 13

Let every soul be subject now

To governing authority.

For there is no authority

Except by God’s decree.

The powers that stand are placed by Him;

To resist is to oppose.

Rulers are not a fear to good,

But to the evil one who chose.

Do what is right — you need not fear,

For rulers serve God’s hand.

An agent of His justice still,

To keep what’s right in land.

But if you choose the path of wrong,

Then fear the sword they bear.

They serve as ministers of God

To answer evil there.

So submit — not just for wrath,

But conscience formed within.

For this is why you also pay

The taxes due to them.

Give honor where honor’s owed.

Give revenue and respect.

Give what is due in rightful measure —

Live upright and correct.

Owe no one anything at all

Except to love each one.

For love fulfills the holy Law —

Its purpose fully done.

“You shall not murder, steal, or lie.

You shall not covet still.”

All commandments find their sum

In loving your neighbor’s will.

Love does no harm to those nearby;

It seeks another’s good.

So love completes what Law required

But flesh never could.

And understand the present hour —

Salvation nearer now.

The night is far, the day draws close —

Awake, arise, and bow.

Cast off deeds of darkest night,

Put on the armor bright.

Walk properly as in the day,

Not in drunken fight.

Not in sexual impurity,

Not jealousy or strife.

But clothe yourselves with Christ the Lord —

Put on His holy life.

Make no provision for the flesh,

No plan for sinful claim.

Live as children of the dawn —

Awake in Jesus’ name.

Authority respected.

Love perfected.

Christ expected.
