This chapter continues God’s moral and civil instructions, emphasizing restitution for theft, care for property, and kindness toward the poor and foreigners. God declares, “Do not mistreat or oppress a foreigner, for you were foreigners in Egypt.” His heart for justice flows from His compassion. Every command teaches responsibility and restoration rather than revenge. The chapter shows that God’s people must reflect His character in fairness and empathy, living as stewards who repair harm and protect the weak because they know what mercy feels like.
